Sir,

I am directed by the Marquess of Lansdowne to enclose, for the information of Mr. Secretary Lyttelton, a paraphrase of a telegram from His Majesty's Ambassador at St. Petersburg, with regard to an alleged breach of neutrality on the part of the Commander of His Majesty's Destroyer "Handy" in conveying several Japanese Naval Officers from Wei-hai-wei to Hongkong, together with several chests which are stated to have contained diving apparatus.

I am to request that, should Mr. Lyttelton see no objection, telegraphic instructions may be at once sent to the Governor of Hongkong to furnish a report in the matter.
